Nanton, Northern Region — The Nanton District Chief Executive, Madam Rosina Zenabu, has delivered a blunt and revealing account of deep-rooted administrative and security challenges confronting the district, during the General Assembly meeting held on Thursday, 20th November 2025.

Her presentation, described by members as courageous and long overdue, exposed a worrying chain of internal setbacks that she says is crippling effective governance, slowing development, and threatening the district’s progress.

Staff Indiscipline Weakening Productivity

The DCE highlighted a catalogue of troubling behaviors among some staff of the District Assembly, noting that the current environment is undermining productivity and accountability. Among the issues raised were:

  • Chronic absenteeism
  • Reluctance to perform assigned duties
  • Lack of motivation to learn or improve
  • Internal disunity and blame-shifting
  • Refusal to cooperate with leadership
  • Deliberate delays in project implementation
  • Failure by the Assembly to provide fuel or operational support to the DCE
  • No fuel or allowances for the DCE’s driver
  • Alleged misallocation of projects and funds by the District Coordinating Director (DCD) and some technical officers
  • Attempts to misinform the MP regarding the use of the 2025 Common Fund for physical projects

The DCE warned that these unprofessional acts significantly slow development interventions and erode trust within the administrative structure.

Rising Internal Insecurity and Sabotage

Madam Rosina Zenabu also raised concern about increasing levels of internal mistrust and sabotage, which she described as alarming and detrimental to effective governance. Issues cited included:

  • Deliberate spread of false information against the DCE and other committed officers
  • Withholding of official documents and key information from the DCE
  • Staff allegedly instigating conflict between the MP, Assembly members, party supporters, and the DCE
  • Claims that the Physical Planning Unit is supporting individuals to encroach on lands reserved for government projects
  • Allegations of staff aligned with the NPP and Abudu family working against the DCE for political reasons
  • Reports of mismanagement of resources meant for Persons With Disabilities (PWDs)
  • The DCD allegedly supporting selective recruitment in favor of the MP’s preferred candidates
  • Attempts by the MP, DCD, and Finance staff to intimidate the District Engineer over DACF project implementation
  • Assembly members allegedly influenced to reject cooperation with the DCE
  • Refusal to approve the 2026 budget reportedly due to political and social media pressure

These conditions, she said, have created a toxic working environment that threatens the stability and developmental agenda of the district.

Challenges With Government Flagship Programs

The DCE further disclosed that several government flagship programs are being mishandled, with deliberate attempts to sideline her leadership. She revealed that:

  • The Agric Directorate and SEDEP staff allegedly blocked the district and the DCE from accessing the promised Nkoko Nkitikiti and livestock support programs
  • The DCD and some officers allegedly attempted to dissuade the MP from supporting the 2025 Farmers’ Day Awards, spreading misinformation to justify their stance

She stressed that such actions deprive local farmers and communities of vital government interventions meant to improve livelihoods.

A Call for Unity and Renewed Commitment

Concluding her address, the DCE urged Assembly members, political leaders, and staff to put aside personal and partisan interests and refocus on the development needs of the Nanton District. She emphasized the urgent need for cooperation, discipline, and integrity to restore confidence in the district’s administrative systems.

“Our district is already struggling. Any further delays and internal conflicts only deepen our developmental setbacks,” she cautioned.

Residents and stakeholders now await decisive actions from the Assembly and relevant authorities to resolve the concerns raised and restore a healthy administrative environment for accelerated development.
